Job Title: Senior Mechanical Engineer
Location: Chalk River, ON (Hybrid)
Estimated Duration: 8 months
Infrastructure Systems Engineering requires a Senior level Mechanical Engineer to provide technical oversight and direction for the Fire Pump House Replacement Options Analysis (the Project).
The proposed Fire Water System Replacement/Upgrade Project involves comprehensive upgrades, including the fire water distribution system modification, the relocation of the pump house, and the replacement of fire pumps. This project addresses the critical business need of ensuring a robust and dependable fire protection system throughout the Chalk River Laboratories (CRL) premises.
The planned upgrades are intended to minimize potential downtime, optimize emergency response times, and fortify the overall safety framework.
This is a key technical position that will take on a first of a kind site-wide application of upgrading or replacing aging infrastructure at CRL. This position requires an in-depth knowledge of industry Fire Programs and Systems, CNL’s site configuration, and environmental permitting processes to properly select the optimal solution. The solution will have many dependencies and constraints making the decision on the preferred option difficult.
Responsibilities:
- Will be responsible for providing subject matter expertise in areas of fire water infrastructure development, codes and applicable standards in the work conducted by the Supplier in performing an Options Analysis to replace the existing powerhouse that houses existing fire water pumps.
- Prepare or help co-author numerous scoping and project basis document to advance the project to preliminary design including:
o Scope Document.
o Project Charter.
o Basis of Estimate and Schedule.
o Lifecycle and Stage Schedules.
o Lifecycle and Stage Estimate.
o Risk Register.
- Responsible for making reasonable and prudent decisions on alternatives being considered and taking in account budget, scope, schedule, and risk.
- Instill confidence in the estimating methodology developed in each option being considered and re-enforcing alternatives are well written and assessed to ensure the project team can deliver choosing best option and Class IV cost and schedule.
- Work closely with CNL Firewater System Owner to ensure proposed strategies on replacement, routing and modifications are compliant with Canadian Nuclear Safety Commission (CNSC), and applicable codes and standard.
Accountabilities:
- Own the desired outcome of success of implementing a complex, integrated strategy to upgrade and replace the fire water pumps and distribution infrastructure on site
- Decisions will have to consider the following competing factors:
- Prolonged schedule based upon the option selected and risk of permitting process.
- Full understanding of applicable standards and codes under the fire and building codes to ensure develop concepts have accounted for all estimated costs and if existing building are upgraded an understanding of updating to existing standards and codes.
- A clear understanding of the proposed end state of the fire program and utility distribution revitalization projects at Chalk River.
Education:
- Bachelor (Honours) degree in Mechanical Engineering or related discipline from a university of recognized standing with more than 10 years of relevant experience. The experience should be related utility distribution systems with specific experience in fire water pumping and distribution systems.
- Member of a provincial professional engineering association.
Specific Skills/Competencies:
- Demonstrated knowledge of engineering codes and standards used in the design, construction, and commissioning of nuclear and non-nuclear facilities.
- Ability to exercise sound judgment in technical matters, to routinely solve technical problems and to make independent decisions.
- Demonstrated performance in providing engineering oversight for larger projects.
- Excellent oral and written English communication skills.
- Demonstrated team leadership.
- Ability to work effectively in a multidisciplinary team and interact with start at various levels of the organization. Will interact well with the project team, engineering management, other site organizations and influence key technical decisions.

It is a fast-paced job, requiring energy, flexibility, and an ability to work in a team environment. An excellent
understanding of the regulatory and Quality Assurance (QA) requirements is required.
