Job Title: Section Manager, Engineering Project Controls
Duration: 12 months contract (Multi-Year Assignment)

Job Profile Summary

The Section Manager, Engineering Project Controls is accountable for leading a team that delivers comprehensive project controls services across large-scale, complex capital and maintenance projects in a nuclear environment. This includes leadership in planning and scheduling, cost management, estimating, risk and change control, and performance reporting. The manager ensures compliance with engineering standards while supporting efficient, transparent, and value-driven project execution.
This role combines strategic staff leadership with deep technical oversight and is responsible for driving continuous improvement in the Project Controls function, aligning engineering project delivery with client’s business objectives and regulatory standards.

Key Responsibilities
1. Leadership & Staff Development

  • Lead and manage a high-performing team of professionals in the Engineering Project Controls section.
  • Conduct performance planning, reviews, mentoring, coaching, and technical oversight.
  • Ensure team members maintain required qualifications and certifications; promote continuous learning and development.
  • Foster a collaborative, transparent, and innovation-driven culture.
  • Manage resourcing needs and oversee augmented/contracted staff as required.
  • Provide input into budgeting, forecasting, and cost control for the Section.

2. Engineering Oversight & Integration

  • Maintain alignment of engineering and project control standards and ensure integration across all engineering disciplines.
  • Ensure safe and technically accurate practices that enhance plant reliability and project delivery.
  • Support Engineering Change Control, Configuration Management, and Design Basis processes.
  • Liaise with internal departments (e.g., Plant Engineering, Procurement, Operations) and external vendors to coordinate deliverables.

3. Project Planning & Scheduling

  • Lead implementation and continuous improvement of integrated planning and scheduling processes.
  • Oversee the development of resource-loaded, risk-informed project schedules using Primavera P6.
  • Conduct schedule performance analysis, identify critical path risks, and propose mitigation strategies.
  • Align project schedules with regulatory requirements, plant constraints, and customer expectations.

4. Cost Management & Estimating

  • Oversee preparation, management, and reporting of project cost estimates and budgets.
  • Implement Earned Value Management (EVM) techniques and cost performance metrics.
  • Ensure alignment between project budgets, schedule resource loading, and change control processes.
  • Support evaluation and validation of contractor bids and estimates with comparative cost analyses.

5. Risk & Change Management

  • Develop and administer project risk management processes, including risk identification, assessment, and mitigation planning.
  • Facilitate risk-based decision-making with project and engineering teams.
  • Lead implementation of change control processes and manage project baselines accordingly.

6. Project Performance Monitoring & Reporting

  • Deliver clear, timely, and actionable performance metrics, dashboards, and forecasts to project stakeholders.
  • Ensure consistency, accuracy, and compliance in reporting across cost, schedule, and risk domains.
  • Conduct internal audits and continuous improvement assessments within the Section.

Job Specifications
Education

  • 4-year university degree in Engineering or a General Technical degree.
  • PMP (Project Management Professional) certification preferred.
  • AACE certification (e.g., CCP, PSP) or equivalent in Project Controls is an asset.

Experience

  • Minimum of 8–10 years of progressive leadership experience in engineering or project management within a safety-critical, regulated environment (preferably nuclear).
  • At least 5 years of experience in project controls (planning, cost, estimating, risk).
  • Proven track record of leading cross-functional technical teams and managing large capital programs.
  • Expertise in Primavera P6, Earned Value, and project performance tools and methodologies.
  • Strong knowledge of CSA N286, project lifecycle standards, and regulatory frameworks in the nuclear sector.

  • Strong organizational, analytical, and communication skills.
  • Demonstrated ability to work collaboratively with internal and external stakeholders.
  • Capable of acting on behalf of the Department Manager or representing the Section in cross-functional forums.
