Job Title: Project Controls Lead
Location: Bruce County, ON (Hybrid)
Duration: Long-Term Contract (12-Months)

About the Opportunity

A multi-year, multi-billion-dollar capital program in a highly regulated, safety-critical environment is seeking a Project Controls Lead to own planning, scheduling, cost control, risk, and performance reporting across a portfolio of concurrent projects. This is a leadership seat — you'll manage a team of project controls professionals while partnering directly with program managers, engineering, and vendor teams.

What You'll Own

Team Leadership

  • Coordinate project controls activity across the portfolio — workflow, throughput, deadline compliance, operational efficiency
  • Set priorities, assign work, and review complex deliverables produced by your team
  • Coach staff through problem resolution aligned to program strategy
  • Build a culture of innovation, transparency, integrity, and continuous learning

Planning & Scheduling

  • Enforce compliance with planning and scheduling standards, processes, and procedures
  • Manage project management plans and deliverables through formal change control
  • Own schedule reporting in Primavera P6
  • Review project schedules for appropriate detail against scope, milestones, resourcing, and risk
  • Oversee production of pre-construction, construction, and close-out schedules
  • Develop and govern work breakdown structures
  • Apply critical path analysis to surface priority work and emerging problems
  • Integrate contractor and material delivery schedules into the master plan

Cost Control

  • Mentor the cost management function and enforce compliance to cost standards and procedures
  • Produce earned value performance measurements; maintain project controls systems
  • Prepare project budgets and reconcile them against schedule
  • Support trend and change management programs with cost analysis
  • Maintain cost database integrity and deliver timely, accurate cost reporting
  • Advise leadership on overruns, trends, opportunities, conflicts, and risk exposure

Risk Management

  • Support identification, analysis, prioritization, and ownership assignment of project and procurement risks
  • Develop and maintain Risk Management Plans across the project lifecycle

Performance Monitoring & Reporting

  • Report deliverable status through metrics, dashboards, and visual reporting
  • Track actual progress against planned objectives, schedules, budgets, and risk positions
  • Feed Project Managers timely information to enable corrective action
  • Analyze schedule data for trends and critical activity movement
  • Produce periodic management reports and schedule forecasts
  • Forecast all cost elements including trends and changes
  • Support standard reporting: cost analysis, forecasts, cash flow, risk assessments

Estimating

  • Revise estimates with the project team and implement changes
  • Ensure scope is documented and maintained through change management
  • Oversee estimating documentation development and upkeep
  • Maintain alignment between estimate, cost, and schedule

What You Bring

  • Bachelor's degree in business, engineering, or related field — or equivalent experience; a technical diploma with strong applicable experience will be considered
  • 5–10 years of progressive management experience, including a minimum of 5 years in Project Controls (Planner/Scheduler, Cost Analyst, or Estimator) on large capital projects in a safety-critical environment
  • Demonstrated expertise in Earned Value Management and formal Change Management
  • Strong command of Primavera P6, an enterprise cost management platform, enterprise risk management software, and the Microsoft suite (Excel, Word, PowerPoint, Outlook, Power BI)
  • PMI or AACE certification considered a strong asset

The pay range that the employer reasonably expects to pay for this position is between ¤70.00 and ¤80.00
