Job Title: Project Change Coordinator

Location: North York, ON (hybrid)

Estimated Duration: 12 months

 

Reporting to the Manager – Project Cost & Change Controls, the Project Change Coordinator is responsible for managing the integrated change management process for assigned project(s). From early project phases (including before preliminary design), this position facilitates and advises on the change management process from end-to-end, when changes arise to the project baseline scope, cost, or schedule.
Working closely with the project execution team and the PMO functional experts (i.e. Estimators, Schedulers, Cost Control), this position tracks, documents, facilitates, and analyses project changes and impacts to ensure that changes are appropriate, controlled, validated, integrated and approved before implementation.

Key Job Functions
 

  • Acts as a key member of the project execution team and provides a mechanism to ensure that change requests are appropriate, controlled, validated, integrated and approved before implementation.
  • Initiates a kick-off meeting with project execution team to review the integrated baseline (scope, cost, risks and schedule).
  • Sets up the change management process, advises the project execution team on related matters, and facilitates regular meetings to review/discuss changes.
  • Reviews change proposals/requests and translates requirements into the change management process.
  • Supports the Project Manager in probing/questioning all change requests to ensure all options have been considered.
  • Ensures that the scope of a change is properly defined.
  • Controls the change registry log and applies updates in monthly period, generating aging report and highlights pending change notices.
  • Collaborates with key project controls personnel to prepare estimates (order of magnitude) and schedules (what-if scenarios) by evaluating the cost and time impacts of changes.
  • Assists with the determination of cost and schedule impacts and potential contingency drawdown.
  • Ensures the timely movement of identified changes through the change management process.
  • Applies the change management processes during all project phases
  • Tracks, documents, facilitates, and analyses project changes and impacts. Coordinates the approvals process and disseminates information.
  • Ensures that all stakeholders are provided with timely and accurate information on current and forecasted impacts resulting from change.

 

  • Ensures the flow of integrated information by reviewing project reports to identify trends and collect data, producing reporting, monitoring/evaluating changes in execution, and escalating concerns as necessary.
  • Reviews project progress and close-out reports to identify trends and collect data, to provide an early warning system for the identification of risks and potential/real changes to project baselines.
  • Implement the cost impact of Change Notices into the Cost Management software.
  • Manages Change Management Lessons learned by incorporating the same changes into other projects as appropriate.
  • Demonstrates behaviors that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment.   • Proficiency in Microsoft Office (Word, Excel, PowerPoint and Outlook) and ability to utilize Excel advanced functions, generating charts and implementing Pivot Table reporting system.
  • Familiar with Cost Management software functionality such as PRISM.

Education and Experience:
 

  • Completion of a post-secondary college diploma or university degree in a related discipline (e.g. Engineering), combined with progressively responsible experience in a professional capacity in an engineering/construction management organization; or a combination of education, training and experience deemed to be equivalent.
  • Professional Engineer (P.Eng), Project Management Professional (PMP), or professional level certification with the Association for the Advancement of Cost Engineering (AACE) are considered assets.

Problem Solving and Analysis:

Must exercise good problem solving and analytical abilities to effectively facilitate and analyze project changes and impacts, ensuring that changes are appropriate, controlled, validated, integrated and approved before implementation. This position will work with the following:
 

  • Group/Department/Section plans, procedures, work instructions, and forms
  • Engineering designs and construction drawings
  • Design and construction contracts
  • Project scope, schedule, risk and cost information
  • Project reports, from internal and external sources
  • Theory, practices, technology, and methodology of project management and project controls

Additional Requirements:
 

  • Comprehensive knowledge of current project controls and project management principles, methods and practices, as they relate to engineering design, construction, estimating, and scheduling.
  • Experience with facilitating, implementing and managing the project change management process.

 

  • Knowledge of contract administration practices in a project-oriented engineering, procurement and construction environment.

 

  • Ability to read engineering designs and construction drawings.
  • Broad knowledge of project delivery systems and practices.
  • Ability to counsel, advise, and coach in the relevant discipline.
  • Ability to deal effectively with all levels of staff in the organization.
  • Sound judgement and analytical skills; highly developed management, organizational, interpersonal, presentation, oral and written communication skills.
  • Familiarity with office technology and relevant software and applications.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility.
