Job Title: Owners Engineer

Location: Tiverton, ON

Estimated Duration: 12 months

Summary: 
OE is an individual person who has the overall responsibility for the successful technical planning and execution of the engineering portion of the project). The OE has the responsibility to ensure the project is executed in accordance with the business plan, design quote and procedural requirements. Accountable for the cost, schedule, quality and safety performance of the project. It is also a role undertaken to ensure that the equipment and design engineers (ESD or vendor) are sufficiently adhering to the project scope and client’s procedures and processes. The primary goals of the OE are maintenance of the plant design basis and success of the project. The OE also fills gaps in resources and expertise for a project. The OE role is a leadership role for all technical issues for the project. The OE MUST have strong leadership skills to lead the project team, good technical knowledge of the station and strong knowledge of client’s processes.

Key expectations / responsibilities of an OE include the following:
 

  1. Comply with client procedures applicable to the OE Role, specifically Engineering Change Control .
  2. Conduct pre-job briefs, task instruction, reinforce standards and make progress in face of obstacles.
  3. Provide technical leadership to the team so that the customer's need is met at the lowest cost. This means doing necessary engineering and obtaining procedure customizations to avoid unnecessary application of process and reporting.
  4. Maintain a clear plan (who, what, when) that identifies the work required to execute the project.
  5. Establish Scope, Schedule and Cost for project and lead technical team to achieve those targets. Account for performance to customers and team.
  6. Utilize relevant stakeholder involvement in all aspects and phases of assigned projects to effectively confirm the problem, identify requirements, select and develop solutions and confirm requirements are met.
  7. Meet milestone commitments.
  8. Develop and maintain Healthy Teamwork on each project. Be a PROACTIVE (clear plan, procedures oversight) vs REACTIVE (product review) team leader. 
  9. Ensure Project Status Summary Reports are accurate and utilized as a key document for reporting project risks and plans to mitigate identified risks.
  10. Utilize team members to ensure reviews of deliverables are completed by others in support of the OE responsibilities.
  11. Ensure Vendor performance is monitored, and performance feedback is provided at regular intervals. Ensure client gets value for the money being paid to the vendor. 
  12. Ensure Escalation of project risks happens according to current ESD management expectations, i.e. 3 Day Rule.
  13. Ensure the Division Manager of ESD is informed when any Commitment to our customers is about to be missed or is missed.
  14. Ensure the business need for the project is understood and a level 1 schedule in place to meet it.
Education Requirements:
  1. Bachelor’s degree in Mechanical, Electrical, or Instrumentation & Controls Engineering from an accredited institution.
  2. Professional Engineer (P.Eng.) designation in Ontario or eligibility to obtain one.
  3. Advanced coursework or certification in nuclear engineering, power systems, or control systems is an asset.
  4. Familiarity with industry codes and standards, such as CSA N285.0, ASME BPVC, IEEE, IEC, and Canadian Electrical Code, through formal education or professional development.
  5. Additional training in nuclear regulatory compliance (e.g., CSA N290 series, CNSC requirements) is preferred.
