Job Title: Aboriginal/Indigenous Relations Coordinator

Location: Calgary, AB (Hybrid)

Role: Indigenous Construction Participation Program (ICPP) Coordinator

Role Description

The Indigenous Construction Participation Program (ICPP) Coordinator serves as the Company’s designated representative responsible for delivering the Program’s scope. This includes accompanying ICPP Participants to active construction sites and facilitating meaningful discussions about observed field activities. The ideal candidate will bring a strong blend of communication, administrative, and technical skills, supported by experience in pipeline construction or a related discipline. Where specific expertise may be lacking, the successful candidate will demonstrate a proactive, solution-oriented mindset and a willingness to learn quickly. The ICPP Coordinator will also manage transportation logistics and oversee participant engagement and safety while on site.

Field Based Responsibilities
• Support the planning and general onboarding approach for Participants, as required
o Supporting the selection process for ICPP Participants
o Support ICPP Participants’ onboarding, as needed
• Oversee ICPP Participants’ activities on site
o Ensure Participants have appropriate safety training, Personal Protective Equipment (PPE) and have completed onboarding activities prior to beginning work on-site
o Ensure the ICPP crew is following all site safety procedures
o Schedule a daily itinerary
o Transport Participants throughout the work site during construction activities
o Provide Participants with an understanding of Project scope and updates, and facilitate discussions regarding the implementation of environmental mitigation during the Program, including addressing any questions about construction activities
• In addition to communicating with both the ICPP Lead and other TC Energy Personnel, as required, engaging and coordinating with Construction and Environmental Personnel on the Project
o Ensuring all relevant Construction Personnel are aware of the ICPP and when Participants will be on site
• Act as a conduit between Participants and the appropriate departments to raise questions and concerns during construction, including corresponding with Participants’ Communities, as required
o Exhibit an understanding of cultural sensitivity
o Supporting the issues management process by tracking issues raised by Participants and, when appropriate, escalating to management
o Advising ICPP Lead of any issues that arise with respect to ICPP Participants’ attendance, performance, or engagement in the ICPP
• In the event of a chance find during construction, interfacing with the ICPP Team Lead, IR Engagement Lead, IR Regulatory team and other TC Energy Personnel to support the
implementation of the Cultural Resource Discovery Contingency Plan, including communication to Indigenous communities, as required • Support ICPP Participants’ learning and development by discussing and identifying goals and assessing Participants’ performance with ICPP Lead
• Represent the ICPP Program with Indigenous communities as required (i.e., participating in or leading meetings to discuss the Program and general scope)

Administrative Responsibilities
• Attend ICPP meetings with participating Communities on behalf of Program, to provide general updates and answer questions
o Prepare (either individually or as part of a team) and present PowerPoint presentation in person to communities
• Submit and track Project reporting
o Track Participants’ daily work actuals versus forecasted hours
o Follow up with Indigenous groups to ensure invoices are being submitted in a timely manner
• Maintain a Participant schedule for fieldwork
• Capture and report on good news stories from Participants in the field, for internal team review and ELT/Regulatory usage, as required
• Capture and report on risks, issues and concerns; remain involved in the overall resolution process
o Where required, meet with Indigenous Programs management and/or relevant Engagement Leads to inform, discuss and strategize
• Support reporting by providing input to or writing sections of any reports pertaining to ICPP
• Track and update key ICPP field tasks in database
• Support Participants with any issues pertaining to assets (i.e., issues with iPads, mapping, etc.)
• Support Participants with completing daily, weekly reporting
o Reviewing reports
o Filing reports
• Attend regular meetings with Indigenous Programs and other Indigenous Relations teams to provide Program updates

Minimum Requirements
Level 1

• Minimum five (5) years of combined applicable academic training and related industry experience
• Well-developed cultural awareness, including training and life experiences.
• Excellent verbal and written communication skills
• Adheres to safety and fit for work qualifications required to be on site for the Project, including a clean drivers abstract and alcohol and drug clearance letter (including Cannabis)
• Additional certifications/qualifications may be required based on the project’s ICPP scope
• Natural Resource Sciences Technical Diploma or Degree preferred
• Environmental monitoring training (UNBC or equivalent) preferred
• Previous pipeline and environmental inspection experience preferred
• First Aid Level 1 training, considered an asset but not required
• WHMIS training, considered an asset but not required
• Willingness to work a 6 days on/1 day off work schedule (10-12 hours per day)
• Ability to work in a fast-paced, high-performance team
• Proven team player with the ability to work effectively in cross-functional teams and cross-cultural environments

Level 2

• Minimum ten (10) to fifteen (15) years of combined applicable academic training, certification, and related industry experience; and
• University Degree in Environmental or Social Sciences, or another relevant field, preferred

Level 3
• Meets Senior Environmental Inspector/Lead Environmental Inspector role qualifications

Please Note:
• This position is field-based and may require residing in a construction camp setting
• This position requires candidates to have and maintain a valid driver’s license and provide a driver’s abstract for review
 

The pay range that the employer reasonably expects to pay for this position is between CA$60.00 and CA$75.00
